I think maybe you intended to ask this on the Inkscape mailing list?

If so, be aware Inkscape 0.92.3 would be a bugfix-only release so new
tool features wouldn't be appropriate. However if that could be done as
an LPE then since those are extension scripts we're sometimes more
permissive at adding new features with those; check with Jabier.
